From the perspective of management, work motivation is the desire and voluntariness of individuals to promote and direct their efforts to achieve personal and organizational goals.

In fact, there are many concepts of work motivation, but their connotations are all towards the desire and voluntary effort of employees. Motivation is a person’s internal state to guide and direct human behavior towards satisfaction, which is a series of needs, inclinations, desires, stimuli and causes the person to perform a behavior in the most positive way.

To approach work motivation for civil servants and work motivation policy for civil servants, the author is based on the theoretical framework of Frederic Herzgber (1959) on factors of maintaining and promoting work motivation of employees. labor. Accordingly, factors that maintain work motivation for civil servants include factors belonging to the civil servant’s working environment, including: salary and bonus, management policies and regulations, personal relationships personalization, quality of supervision, job security, working conditions, work-life balance…

The factors that promote work motivation are factors within the job, creating satisfaction, including: personal achievements, status, recognition, work itself, responsibility, promotion of civil servants.

Motivation for civil servants is understood as all measures of managers applied to individuals in the organization to create work motivation for them.
